Financing Demand and Mechanisms Addressing Pollution in the Dong Nai River Basin and Danang City

ICEM, in association with the Environment Technology Centre (ENTEC) in Ho Chi Minh City and supported by JICA, has conducted a Survey of Financing Demand and Mechanisms for Addressing Polluting Establishments in the Dong Nai River Basin. The project began in February 2010 and ran for 6 months.

JICA commissioned the study as a preliminary step in developing a major loan programme for water pollution reduction in the Dong Nai River Basin and Da Nang City. The five key objectives of the study were to:

  • Establish the broader pollution context in the Basin and in its three most seriously polluted provinces, and Da Nang city;
  • Establish the institutional context for pollution control nationally and in the Basin;
  • Establish demand for loanable funds for water pollution control equipment amongst polluting establishments;
  • Develop broad indicative cost and equipment needs; and
  • Assess suitable institutions to host the pollution control fund.

Specific data collection and analysis were carried out relating to polluting establishments and possible host institutions for a loan fund in the four provinces of Binh Duong, Dong Nai and Ho Chi Minh City (HCMC) and Da Nang, which between them accounted for over 65% of national industrial output in 2008. Establishments included in the survey were those identified as having serious pollution problems by provincial authorities according to national criteria, and to be included in official blacklists. Blacklists account for less than 1% of the more than 19,000 manufacturing establishments in both Binh Duong and Dong Nai provinces.

The final report was completed, from which an ICEM brief has been produced to summarise key findings and recommendations from the study. The brief is available to download from our publications page.
